Foster Tower AOAO (Association of Apartment Owners) is governed by a number of legal authorities.

The highest level of authority is the federal laws, such as ADA/Fair Housing Laws.

Directly under the federal authority is state law. There are a lot of state laws that affect condominium projects. All condominium projects are under H.R.S. 514(A) and/or H.R.S. 514(B).

Finally, on the building's level, there are association documents governing the affairs of the condominium project:
